Coastal sand plain
Scarborough, City Beach and the dune suburbs behind them are sand over Tamala limestone. Digging is easy until it is not: a footing trench can run through loose sand for a metre and then meet cemented rock that changes the plant on site and the price with it. Sand also holds very little of itself back, so the face you can leave standing while you build is shorter than people expect and the batter behind the wall eats more of the yard than the drawing suggests.
Swan river terraces
Applecross, Como and South Perth sit on older river terraces where sand gives way to clayey layers with depth. Those layers hold water instead of shedding it, and Perth's rain arrives in a concentrated winter block rather than spread through the year. A wall that behaved perfectly through summer can be carrying a full water load by July. This is the ground where the drainage detail behind the wall matters more than the material in front of it.
Darling Scarp foothills
Kalamunda, Lesmurdie, Darlington and Roleystone are granite country with thin soil over rock and real grade across a single block. Two things follow. One wall often becomes two or three terraces, because a single face tall enough to take the whole drop stops being a landscaping job. And access decides a lot: a truck that cannot reach the low side changes both the system you can build and the cost of getting material to it.
What moves the price after the material is settled
Face area, not length
Walls are priced on the area of the face, so height and length multiply rather than add. Doubling the retained height on the same run roughly doubles the wall before anything else is counted, and it is usually the height that also drags the job across the permit and engineering line.
What comes out of the hole
Excavation and cartage are frequently quoted separately from the wall, and on a Perth block they are not small. Hitting rock changes the machine. Sand still has to leave the site by truck. Ask for both as itemised lines so two quotes can be compared honestly.
Whether a machine can get there
A wall along a rear boundary with a 900mm side gate is a different job to the same wall with open driveway access. Barrowing material by hand, or craning it over, is labour that shows up in the total whether or not the quote names it.
Design and lodgement
Where a design and a permit are needed, those are professional fees on top of construction, not a percentage of it. A short expensive wall can carry the same design cost as a long one. Ask for them quoted apart from the build so you can see what is driving the number.
Where the Western Australian permit line falls
Western Australia runs its own building framework under the Building Act 2011 and the Building Regulations 2012, and it is worth knowing that the numbers quoted in east-coast articles do not apply here. Two things trip people up. The first is that height is not the only trigger: a low wall can still need a permit because of where it sits or what it holds up. The second is that structural design for a permit has to come from a practitioner registered under the WA scheme administered by Building and Energy for the Building Services Board, which is not the same as a design signed by an engineer registered interstate.
Tiering does not necessarily reset the count either, and several Perth local governments look at the combined retained height. The practical advice is the same in every case: get the specific wall checked against your own local government's retaining wall information before excavation starts, not after.
